(a) The licensee shall ensure that each child is accorded the following personal rights:(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation.....threat... This regulation was not met as evidenced by: Based on LPA interviews, it was confirmed that children's personal rights were violated. Interviews confirmed threats and actions of a punitive nature by staff towards a child at the facility. Staff interview indicates the child received trauma due to the staff pulling the child’s hair (crying and rubbing of the head). In addition, the staff’s actions had malicious intent and were not playful or accidental. This poses an immediate health, safety, and personal rights risk to children in care.
