Personal Rights 101223 (a) The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons. This requirement has not been met as evidence by: Based on interviews and record reviews, children were present in the classroom at the time Staff #1 (S1) had a loud verbal outburst. S1’s behavior occurred in front of the children and created a potentially frightening and unsafe environment. This posed a potential personal rights risk to the children in care.
