Teacher Qualifications and Duties (b) Prior to employment, a teacher shall meet the requirements of (b)(1) or (b)(2) below: (1) A teacher shall have completed, with passing grades, at least six postsecondary semester or equivalent quarter units of the education requirement specified in (c)(1) below; or shall have obtained a Child Development Assistant Permit issued by the California Commission on Teacher Credentialing. This requirement is not met as evidenced by: Based on observation, interview, and record review, the licensee did not comply with the section cited above in that neither Staff #01 (S1) nor S2 were a fully qualified teacher while providing care & supervision to the ten (10) children in the three-year-olds classroom during the inspection, which poses an immediate health, safety or personal rights risk to persons in care.
