(a) Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative. These rights include, but are not limited to, the following:(1) To be treated with dignity in his/her personal relationship with staff and other persons. (2) To receive safe, healthful, and comfortable accommodations... This requirement was not met by evidence based... On interviews, interviews conducted did disclosed Staff #1 knowingly left child #1 in a soil diaper for approximately 20 minutes. This poses a Health and Safety potential health risk to children in care.
