Safety precautions shall include but not be limited to: (3) Where children less than five years old are in care, stairs shall be fenced or barricaded. This requirement was not met as evidenced by: Licensee's home interior stairs child safety gate had a broken latch, and was easily opened by LPA lightly with one hand.
