This requirement was not met as evidenced by: Based on staff interviews, it was determined that Staff #3 held Child #1 by the arm and in an aggressive tone stated, “You are not listening.” Staff #3 then grabbed Child #1 by the chin, directing the child’s face toward Staff #3. This poses a potential risk to the health, safety and personal rights to children in care.
