(3) A ratio of six children to each teacher shall be maintained for all children in attendance at the toddler component. An aide who is participating in on-the-job training may be substituted for a teacher when directly supervised by a fully qualified teacher. This requirement is not met as evidenced by: Based on information received through interviews and records review, it was determined that the toddler classroom at times was operating out of ratio. On 03/26/2024 an unqualified staff member was left alone supervising children during nap time without the supervision of a qualified teacher. LPA also reviewed and observed children and staff timesheets for 02/22/2024 that indicated that the classroom was operating out of ratio, which poses/posed a potential health, safety, or personal rights risk to children in care.
