Personal Rights:(a)The licensee shall ensure that each child is accorded the following personal rights: (1)To be accorded dignity in his/her personal relationships with staff and other persons. (2) To be accorded safe, healthful and comfortable accommodations This requirement has not been met as evidenced by: staff grabbed a child by the arm pulling her and pulled the girl by the arm to sit her down. A child was injured and staff couldnt see the child to identify they were bitten. This poses an immediate threat to the health, safety and personal rights of children.
