This requirement is not met as evidenced by: Based on observation, the licensee did not comply with the section cited above due to the licensee being alone with 12 preschool age children in care which poses an immediate health, safety or personal rights risk to persons in care. Per licensee, her assistant was away from the facility for approximatly 30 minutes due to picking up her son from school.
